Fear is a big part of it. But so is something else. Seems to me that for a surprising number of people, the statement undergirding their values is a simple one: "I don't want to pay for anything that benefits anybody other than me."
Well, there's simple irrationality: "I want to Get Everything, and Pay Nothing"
[But mainly, the FEAR that "I Pay Everything, and Get Nothing---so that (unworthy, unAmerican...unwhite) YOU can Get Everything, while Paying Nothing!"]
