I wouldn't be a bit surprised. I honestly don't think +Rowan is in this for the power--I suspect he would be much happier as a lay person, so he could write his theological tomes without anyone bothering him.

I don't buy it. I don't think even the ABC is that disfunctional. How many times does he need to be ignored, belittled, and kicked in the teeth? I think even he sees it's an abusive relationship.
And, I think he really is committed to the CoE and the Anglican Communion. All of his feeble machinations really are an attempt to try to preserve them, as misguided and counterproductive those attempts may appear.

I don't think he has any evil intent either. I just think that's where his heart is inclined.
